3. The Senate decides by a simple majority of the individual members.
The 12th Amendment (ratified in 1804) spells this out: ". . . and if
no person have a majority, then from the two highest numbers on the list,
the Senate shall choose the Vice-President. . . a majority of all the whole
number shall be necessary to a choice. . ."
