Article Two, Section One of the Constitution , mandates that states are to have "a Number of Electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress." Every state has at least two Senators and one member of the House of Representatives. So three is the smallest number of Electors allocated to a state.
